OPM adds three to help lead e-gov projects

The Office of Personnel Management yesterday boosted its e-government staff by three to help manage the agency’s five initiatives.Director Kay Coles James hired Norman Enger to help lead OPM’s projects, which include E-Clearance, E-Payroll, E-Travel, Integrated Human Resources and Recruitment One-Stop.Enger was vice president of Computer Associates International Inc., where he developed business strategies and managed services and products for commercial and federal customers.Sandra Gibbs will lead the Integrated Human Resources initiative as senior project director. Before coming to OPM, Gibbs was an executive consultant with IBM Corp.OPM also hired Janet Dubbert of the Federal Energy Regulatory Commission to be the project manager of the E-Payroll initiative. She was FERC’s director of management, administrative and payroll support. James said hiring the new managers is the beginning of a recruitment plan to provide agencies with the expertise to meet the administration’s e-government goals.
