AFFIRM: Cultural resistance blunts e-gov efforts

NEW ORLEANS—Cultural, organizational and resource barriers are the top obstacles to e-government implementation, according to a white paper released yesterday by the Association for Federal Information Resources Management at the Federation of Government Information Processing Councils’ Management of Change Conference.AFFIRM developed the report, “A Blueprint for Successful E-Government Implementation,” from a May 1 roundtable discussion with federal, industry and congressional officials.The report identified risk-averse managers, poor communication within agencies and across departments, and underdeveloped business processes and IT architectures as barriers to e-government.The report also faults the annual appropriations process and the lack of personnel with IT, financial and management qualifications.The white paper lists nine steps that could accelerate the transformation to e-government.
