  • Institutionalize regular communication between top-level officials such as CIOs, chief financial officers and chief operating officers.


  • Create governmentwide risk-management training and risk-incentive programs.


  • Develop a balanced risk vs. value portfolio template for the federal IT budget.


  • Establish a congressional appropriations committee or group to separately fund e-government projects.


  • Hire managers with the necessary skills to manage human resources, IT and budgets.
