First e-gov certificate student graduates from NDU

The National Defense University today graduated 109 military, civilian and foreign government IT workers from its five certificate programs, including the first federal employee to earn an e-government certificate.Judith Oxman, a contracting officer for the Defense Information Systems Agency’s Network Services and Operation Services Contracting Division, completed the nine classes in information management planning, enterprise architecture, security, privacy and access issues and other e-government areas.Oxman said that earning the certificate was a way to better understand the contracts she manages and apply some of her course work to a new automated workflow and payment system DISA is developing.Other IT employees, among them students from the Republic of Slovenia’s Ministry of Defense, the Egyptian Navy, the Philippine Army and the Iraqi National Congress, received program certificates in advanced management, CIO, CIO with a concentration in information assurance, and information assurance.Former Treasury CIO and Homeland Defense Office special adviser Jim Flyzik gave the commencement speech. He told the students they are the types of graduates agencies need as they change the way they do business.“We have become the primary source of education to transform government,” said Robert Childs, director of the Information Resources Management College at NDU. “You can’t do your job if you don’t understand the issues in transforming government. We are trying to teach those issues as we move to centralized systems with decentralized execution of those systems. That is where e-government is going, and that is what we are teaching here.”
