Navy Dept. names new deputy CIO

NEW ORLEANS — David Wennergren, the Navy Department's chief information officer, today confirmed that a new deputy CIO has been named, the third such appointment during Wennergren's brief tenure.

Rob Carey, formerly Wennergren's e-business and e-government team leader, was named to the deputy position, the same position Wennergren himself held prior to being named the Navy's CIO in early December 2002.

During his career in the CIO's office, Carey was also head of the Navy's smart card office. Prior to his position on the CIO's staff, he worked for the program executive office for submarines.

"Rob has been named my deputy for policy and integration," Wennergren said, speaking at the National Defense Industrial Association's Navy Marine Corps Intranet conference here. "Along with [Navy Rear] Adm. [Thomas] Zelibor and [Marine Brig.] Gen. [John] Thomas, he'll work with me to ensure we have a common path we're following throughout the Department of the Navy."

Earlier this year, Wennergren named Zelibor and Thomas as his service deputies.

As the e-business and e-government team leader, Carey was responsible for transformation through a variety of avenues including:

n Promulgating departmental policies concerning e-business and e-government and digital signatures.

n Supporting the Defense secretary's e-business initiatives and the Defense Department Business Initiatives Council.

n Ensuring compliance with federal and Defense secretary e-business guidance.

n Facilitating statute compliance with laws such as the E-Government Act of 2002, the Clinger-Cohen Act and the Government Paperwork Elimination Act.
