The Homeland Security Department has tapped a career Internal Revenue Service expert to become its top procurement officer.

Greg Rothwell will become the DHS's chief procurement officer on July 28 following his longtime colleague Jim Williams, who now runs DHS' United States Visitor and Immigrant Status Indication Technology program.

Williams said Rothwell has a "lot of experience in large scale change." Under Rothwell, the IRS procurement organization quadrupled.

Williams also said that Rothwell would be able to help DHS with procurement issues such as leveraging the buying power across the organization.

"With the need for procurement judgment, as a seasoned executive at Homeland Security, he will deal effectively with those issues," Williams said.
