The Information Technology Enterprise Solutions program will help the Army attain an integrated, manageable IT infrastructure. The service will issue broad IT goals, then award contracts to vendors with the best solutions.

Program manager: Army Small Computer Program, part of the Program Executive Office for Enterprise Information Systems (PEO-EIS).

Contract awarder: IT E-Commerce and Commercial Contracting Center. ITEC4 administers contracts worth more than $500 million for the Office of the Chief Information Officer, Network Enterprise Technology Command and PEO-EIS.

Contract value: $500 million per functional area.

Contract length: Three years with two options of two years per functional area.

Contract type: Indefinite delivery, indefinite quantity.

Contract fee: None.

Divisions of labor: ITES is divided into two categories. Functional Area-1 (FA-1) covers equipment contracts, and Functional Area-2 (FA-2) covers support services contracts.

FA-1 awardees: Dell Inc., GTSI Corp., Hewlett-Packard Co. and Lockheed Martin Corp.

FA-1 IT: Equipment and related services. Hardware includes workstations, servers, networking, storage and managed systems. Services include asset tracking, data transfer, image loading, installation, maintenance, site survey, system configuration and integration.

FA-2 awardees: IBM Corp., Lockheed Martin, NCI Information Systems, Northrop Grumman Corp. and QSS Group Inc.

FA-2 IT: Support services. They include asset management, business process re-engineering, enterprise design, enterprise policy and planning, information assurance, information and knowledge engineering, integration and consolidation, market research and prototyping, requirements analysis, seat management, software configuration, software interface development, technology insertion, and test and evaluation.
