The Homeland Security Department's Office for Domestic Preparedness oversees the management of all the homeland security grants going to state and local agencies, including making sure that funding flows according to congressional deadlines.
The fiscal 2003 funding allocations for the State Homeland Security Grant Program cover equipment, exercises, training and planning. The total amount going to each state — and then to local governments — varies greatly.
