Heavy lifting required

The FBI has had five chief information officers in the past two years and five chief architects in the past 16 months, according to officials at the General Accounting Office.

The agency's Trilogy modernization project has had 14 information technology managers since November 2001, the Justice Department's Office of the Inspector General found, including nine project managers.

Furthermore, GAO officials said at a congressional hearing in March, the FBI's CIO did not have bureauwide IT management authority, hampering efforts to create an enterprise architecture. FBI Director Robert Mueller said the new acting CIO, Zalmai Azmi, now has that authority.
