The FTS commissioner received the John J. Franke Award for contributions to federal service.
Sandra Bates, commissioner of the General Service Administration's Federal Technology Service, received the John J. Franke Award for her contribution to federal service. The American Council for Technology presented the award last night at the Management of Change Conference in Philadelphia.
Ira Hobbs, the deputy chief information officer at the Agriculture Department, and winner of the 2003 Franke, presented the award.
The award is named for John J. Franke, who served as assistant secretary for management in the USDA under President Ronald Reagan. Franke, who was also first director of the Federal Quality Institute, died in 1991.
Bates was chosen because she "exemplifies the qualities we knew so well in John Franke," according to a statement from the five-person selection committee. "She is an example of the finest in the federal career [information technology] workforce."
