Four more score green

President's Management Agenda score cards

Four more agencies boosted scores from yellow to green on the Office of Management and Budget's latest score card, but the majority of the marks are still red.

The Executive Branch Management Scorecard ranks 26 agencies in five categories set forth in the President's Management Agenda. They are workforce, competitive sourcing, financial performance, e-government and budget/performance integration. Each area is rated red, yellow or green, with the last indicating that the agency met the Bush administration's goals for that category.

The 2004 first-quarter score card, released today, shows 61 red marks, 57 yellow and 12 green.

A number of agencies improved from red to yellow on this score card, which measures agencies' status as of March 31. They made the most progress in the workforce management and the use of competitive sourcing to compete federal functions with the private sector.

As with the December 2003 score card, the large number of scores on the progress side of this card shows that agencies are making progress on their quarterly goals. Every improvement on those objectives leads agencies toward improvement on the governmentwide goals.

However, the number of scores that remain red on indicates that progress toward the governmentwide goals is still slow, particularly in the management of financial data and systems, which saw no progress since last December.
