Northrop wins Treasury travel deal

The Treasury Department has chosen Northrop Grumman Corp. to provide its employee travel services.

Treasury's deal with Northrop Grumman, one of three vendors certified by the General Services Administration last month under the E-Travel Service (ETS), is expected to exceed $60 million over 10 years. Treasury is the first of 24 agencies that will select an approved vendor for its end-to-end travel management service this year, company officials said. E-Travel is one of the 24 e-government initiatives and is managed by GSA.

The fixed-price indefinite-delivery, indefinite-quantity task order was awarded June 3 to Northrop Grumman Mission Systems' GovTrip application, company officials said.

"The first agency task order is an important milestone for GSA's E-Travel initiative and a strong endorsement of our GovTrip services solution," said Leo Hergenroeder, Northrop Grumman's ETS program manager.

Treasury officials in the Administrative Resource Center in Parkersburg, W.Va., will implement the system in phases, and the first training class has already begun, company officials said. The system was also tested earlier this year at the Federal Aviation Administration office in Oklahoma City.

GovTrip manages the entire travel process, including planning and authorizing travel, making reservations, approving reimbursements and archiving data, company officials said. It also increases the number of self-service transactions, reducing the agency's travel management costs. Northrop Grumman is supported in the service by subcontractors American Express Co., Integrated Data Corp., Analytical Services Inc. and Bruin Wave Solutions LLC.

Seven other agencies are expected to award task orders by the end of this month: the departments of Housing and Urban Development, Labor, Transportation, National Science Foundation, U.S. Agency for International Development, National Archives and Records Administration and GSA. The travel systems are expected to be implemented 30 to 90 days after the task orders are awarded. A second batch of agencies will start awarding contracts during the summer and implementing systems at the end of the year, GSA officials said.

The other two companies approved for task orders are CW Government Travel Inc. of San Antonio and EDS of Plano, Texas.
