Two e-gov initiatives change project managers

A pair of Quicksilver e-government projects reaching critical points of their development will have new managers. The Small Business Administration has named Justin Van Epps as interim project manager for its Business Gateway initiative. Van Epps replaces Sandy Gibbs, who left last Friday because of family responsibilities, said CIO and acting chief of staff Stephen Galvan.The Office of Personnel Management’s E-Payroll initiative is likely to have Joe Campbell as a replacement for project manager Janet Dubbert, who will return to the Federal Energy Regulatory Commission in September. Dubbert has been on detail from FERC for more than two years, said Norm Enger, OPM’s e-government project director.Campbell has been Dubbert’s assistant, and Enger said he expects no problems with the transition. Before Dubbert leaves, E-Payroll will migrate seven agencies, including NASA and the departments of Health and Human Services and Labor, to one of two agency payroll provider teams.Like Campbell, Van Epps has been involved with his project for some time. He served as Gibbs’ assistant for the past three months.“Sandy got us to the place where we needed to be in terms of putting in structure and reaching some deliverables,” Galvan said. “We will not miss a beat because Justin has been engaged in the project and been with SBA for about a year.”Gibbs launched Business.gov, the latest iteration of the Business Gateway initiative. The site has 2,700 forms for businesses to fill out online or on paper, print and send to federal agencies. It also provides information on taxes, laws and regulations and a host of other business topics.Galvan said Van Epps will upgrade the site with more integrated content and more online forms.
