Stratcom gets help with ISR

Strategic Command leaders are turning to officials at the Defense Intelligence Agency for help in developing and implementing the military's new global intelligence, surveillance and reconnaissance (ISR) plan.

The partnership between Stratcom and DIA will lead to more integration and more synergy between military systems and platforms, more quickly turning data to information to knowledge for warfighters, said Air Force Lt. Gen. Thomas Goslin, deputy commander of Stratcom. He spoke Sept. 28 at the Government Symposium on ISR Transformation.

Arthur Zuehlke, DIA's deputy director for measurement and signature intelligence, also spoke at the conference and confirmed that DIA and Stratcom officials will work closely to build a global ISR capability.

Goslin and Zuehlke provided few details about how Stratcom and DIA will formulate such a capability. The plan includes a global ISR center that could make better use of military systems and platforms to more quickly attack the small, mobile targets encountered in the war on terrorism.

Stratcom officials oversee space, information operations, command and control, and ISR for the military. Goslin said the four-part mission requires synergy because each element overlaps with many systems and platforms.

"You can't separate them," he said.
