Army program officer retires

Col. Hogan takes over from Col. Barlow as deputy program executive officer in the Army's Program Executive Office for Enterprise Information Systems.

Col. Wellsford Barlow, the Army’s top information technology program officer, worked his last day on the job March 16 and will retire in May with almost 30 years in the service.

Barlow kept a low profile as the deputy program executive officer in the Army’s Program Executive Office for Enterprise Information Systems (PEO-EIS). But industry officials credit him as an advocate and stickler for information assurance on service systems.

The son of a career Air Force officer, Barlow said he will initially look for a job in industry in the Washington, D.C., area. But the Colorado native said he eventually wants to move to Florida.

Col. Tom Hogan, director for enterprise infostructure at PEO-EIS, will take over for Barlow. The West Point graduate, who has a good rapport with vendors, worked on the Army’s Information Technology Enterprise Solutions and Microsoft consolidation contracts.
