BearingPoint takes access card contract
Integrator will support Common Access Card program and help DOD comply with mandates regarding biometrics.
BearingPoint has won a $36 million program management support pact with the Defense Manpower Data Center (DMDC), the integrator’s first prime contract with that customer.
Under the contract, BearingPoint will support the Common Access Card program and help the Defense Department comply with Homeland Security Presidential Directive 12 and Federal Information Processing Standard 201. HSPD 12 is a credentialing policy covering executive and independent agencies. FIPS 201 provides the biometric smart card standard under HSPD 12.
BearingPoint’s contract also covers program management, systems analysis, information technology acquisition support and business operations management.
BearingPoint has worked with DMDC and the CAC program since 1999, but never as prime contractor.
The CAC is the standard DOD identification card for active duty members of the Uniformed Services, Selected Reserve, DOD civilian employees and eligible contractor personnel. Art Crowley, managing director with BearingPoint's Public Services practice, said DMDC decided to consolidate various program management vehicles and conducted a competitive bid, which BearingPoint pursued as a prime.
Staffing on the time and materials contract will depend on DMDC’s workload and the initiatives BearingPoint undertakes, Crowley said. He said about 30 people may be assigned to the project, with the staffing level fluctuating to higher or lower numbers as needed.
BearingPoint’s team members on the contract include Technology Industries, which specializes in identity and information assurance technologies; The Research Associates, a small business with experience in supporting DOD’s Biometrics Management Office; and Maden Technologies, a company whose information security business includes supporting the Army’s Public Key Infrastructure program.
