DOD fills biz agency post
Army Maj. Gen. Carlos “Butch” Pair becomes the top acquisition official.
The Pentagon has filled an important post in the Defense Business Transformation Agency.
Army Maj. Gen. Carlos “Butch” Pair was assigned Oct. 26 by the Army to become the defense business systems acquisition executive, the senior procurement official in the new agency established earlier this month.
Pair previously served as the chief of staff of the Transportation Command, one of the military’s nine major commands that oversees the global deployment of warfighters, equipment and supplies.
Pair is considered knowledgeable of the distribution process and will bring that expertise to the new agency, which will unify programs and funding to fix Defense Department business systems. He has experience as a commander from the company to the brigade level, and he graduated from Jacksonville State University in Alabama and numerous military schools, including the Army War College.
Gordon England, DOD’s deputy Defense secretary, created the agency to advance departmentwide business transformation. The agency will manage 18 critical systems, including the Defense Travel System and the Defense Integrated Military Human Resources System.
