Longtime share-in-savings proponent moves to HHS

Ken Buck, former director of share-in-savings contracting at the General Services Administration, has moved to the Department of Health and Human Services' Centers for Medicare and Medicaid Services as a special assistant to John Dyer, CMS’ chief operating officer.

Buck will focus primarily on agencywide workforce management issues.

"CMS serves as the federal reserve for health care financing,” Buck said. “I look forward to working in a challenging and invigorating environment that promotes innovation to meet mission goals."

For the past three years, Buck was director of GSA’s Share-in-Savings Program Office, which Congress did not reauthorize. Before that, he worked as director of GSA's Office of Workforce Transformation. He launched the Applied Learning Center, a competency-based model that gives acquisition professionals the opportunity to identify skills gaps and achieve Clinger-Cohen certification.

Buck recently attained doctoral candidacy from Fielding University in human and organizational systems and will receive his doctorate in April.
