OPM chooses retirement system director

Tom O'Keefe will oversee the Retirement Systems Modernization program.

The Office of Personnel Management has selected Tom O’Keefe to become director of OPM’s Retirement Systems Modernization (RSM) program.

He will be responsible for managing the next phase of the project, which is poised to award the third of three major contracts in an effort to put the federal employee retirement system online.

OPM Director Linda Springer praised O’Keefe’s experience.

“Tom has a proven track record in the areas of strategic planning, program management and [information technology] asset management, and in merging these disciplines in the pursuit of a desired goal,” she said in a press release.

In a previous interview with Federal Computer Week, Springer said she had been interviewing people for a project manager position and wanted someone who had worked on projects similar to RSM.

O’Keefe previously worked at the Federal Aviation Administration, most recently serving as the agency’s director in the Office of IT Optimization and Performance Tracking. His responsibilities included handling IT recommendations and compliance reviews. He also was deputy director of the Office of Information Systems Security.

RSM will provide electronic access to retirement-related records, benefits, and employment and salary history. It also will include tools to predict future salary increases.
