Establishing a Performance Plan Overview
The Defense Department released today the first of several online tools for establishing an employee appraisal system for workers covered by the National Security Personnel System (NSPS). It includes an online tutorial and a 142-page instruction manual available in PDF format.
The tool features a tracking sheet to view employee performance records and appraisals and an online forum to discuss job objectives and job performance factors. It is available only for workers who have already converted to NSPS.
NSPS is in Spiral 1.1, which affected 11,000 nonbargaining unit DOD workers. Spiral 1.2 will come into effect next month and will cover 66,500 employees.
The pay-for-performance system has suffered because of problems with ensuring union rights such as collective bargaining. A court ruled that labor-related portions of the system were illegal. In early July, the House passed a bill that ended funding for parts of NSPS.
