Cairo creates new government division

With Bill Breighner at its helm, the new Government and Defense Solutions Division will try to grow the company's presence in the government civilian and defense markets.

Cairo, a minority-owned government solutions provider, has created a Government and Defense Solutions Division. Bill Breighner, former president of Bowhead Support Services, will lead the new unit according to a company announcement.Cairo said it plans to use the new division to double the company’s organic growth in the government civilian and defense markets within the next four years. Cairo is a privately owned company based in Chantilly, Va. It said it has seen 29 consecutive quarters of profitable operations, achieving 25 percent overall growth in 2006.Breighner has more than 40 years’ experience managing and expanding business in the government marketplace, serving customers such as the Treasury and Transportation departments, the Air Force Office of Special Investigations, several Navy warfare centers, the Army Corps of Engineers, and the Defense Intelligence Agency.As Bowhead president, Breighner oversaw two government service companies, Bowhead Support Services and Bowhead Information Technology Services. Under his leadership, Bowhead revenues grew from $850,000 in 1999 to $70 million in 2005.“We are confident that Bill’s leadership and track record in customer success will help deliver great products and services to the citizen and warfighter while improving score card results for our government clients,” said Raymond Roberts, chief executive officer of Cairo. He co-founded the company in 1999 with Cairo President Alba Alemán.“One of Bill’s strengths is his ability to hire, train and keep talent,” Alemán added. “He shares our common vision for valuing people.”Breighner holds a Defense Department top-secret clearance and is an active member of the National Contract Management Association. He is a graduate of Johns Hopkins University and has done graduate work in network computer systems at the University of California at Los Angeles.
