Letter: Good performance rating may not even yield cost-of-living raise

In response to the article, DOD civilian workers to get performance paychecks tomorrow, one reader writes:
I don't know [who] reported this but it is absolutely untrue. Some people did not even earn their cost-of-living raises even though they received a rating of performing at the expected level. NSPS is a numbers game. Only 1.5 percent of the cost of living was guaranteed by DOD — the remaining was used for the pay pool for performance. I am not sure how this is done since the cost of living raise is mandated by law. For example, one employee I work with received a rating of 3 and 1 share.
That share was worth less than $300. He has performed at the expected level but did not receive his [cost of living].
