Letter: Government employee dissatisfied with NSPS process, ready to leave
The NSPS folks will tell you it goes to a pay pool that will ensure the process is fair. But this did not happen, the pay pool automatically gave me a poor rating from his evaluation.
I worked very hard this year to ensure my performance objectives were met and exceeded. I trained the other analysts on my team and was chosen to brief the entire agency about our office processes. Then our supervisor left and the new one came in on the last two months of the [National Security Personnel System] evaluation. Even though I submitted my evaluation to him explaining how I met and exceeded my objectives, he was never engaged to witness my fine work since he resided in another building down the street.
To my shock and horror, he wrote an awful review on me. The NSPS folks will tell you it goes to a pay pool that will ensure the process is fair. But this did not happen, the pay pool automatically gave me a poor rating from his evaluation. Also the NSPS folks will tell you that your supervisor will spend time communicating their expectations and perform coaching so it will be fair. None of this happened.
I hired a lawyer to assist in writing a rebuttal, but it did not help. I received from management a meaningless letter that stated my supervisor had no idea what I worked on and I should communicate better to him in the future. With that said, I am looking for a new job.
