Letter: How much are contractors paid to overlook the obvious?

A reader says DHS and Boeing ignored basic tenets of IT development when working on SBInet.

Regarding “SBInet hits software snag”: I find it very disturbing that neither Boeing nor the reams of support contractors could have overlooked the necessary due diligence applied by mature information technology development operations.   

What is also mystifying is the Homeland Security Department’s inability to leverage existing solutions that have already been successfully deployed. $64 million is a lot to pay for something that already exists in the market.

Maybe DHS needs to re-examine its engineering support contractors. They are supposed to prevent these types of problems.  How much are they being paid to overlook the obvious?
