DHS appoints USCIS ombudsman
Michael Dougherty previously was acting director of immigration policy and senior policy adviser for immigration at DHS' Office of Policy and Planning.
Homeland Security Department Secretary Michael Chertoff has appointed Michael Dougherty as the Citizenship and Immigration Services ombudsman.
Dougherty previously was acting director of immigration policy and senior policy adviser for immigration at DHS’ Office of Policy and Planning. He returns to DHS after working as legislative counsel to Sen. Jon Kyl (R-Ariz.). As such he advised Kyl on legal and policy issues related to homeland security and immigration. Dougherty has also worked at the Justice Department as a trial attorney in the Office of Immigration Litigation and an attorney adviser for the Executive Office for Immigration Review.
