what information, business processes, and employees they are supposed to be protecting. Few can identify the threats to those assets. Few can explain which exploits are most likely. Few can explain how their budget dollars are being deployed so as to minimize the risks of the most likely incidents. And few can explain why the money being spent on compliance paperwork could not be spent more fruitfully on education, monitoring, testing and other actual security actions.
