[The] information I have uncovered through discussions with government FTE' is that most of those positions are reserved to internal selected candidates. The process must be advertised as "public," but the hiring process has wording in "favor" of the internal candidate.

For the past five years I have applied to GS-14/GS-15 position[s] based on my 20 years [of] contracting [experience] to the government, and I have yet to be asked [for an] interview.

application aligns with the wording (based on experience), then the position gets cancelled....
So, back to the process and applying.
