Regarding “Report: Agencies must head off brain drain”: This so-called "Brain Drain" should be viewed as an opportunity -- not as a problem. Today's faster-paced world requires more than the preservation of an archaic personnel system designed for the 1930s.  The dysfunctionality that has infiltrated most agencies requires a serious flushing of the Brain Drain.
