Regarding "Clearances: Faster, but not better": I have been a Personnel Security Specialist for more than 20 years and have seen the entire clearance process steadily decline to the point that it has become a national disgrace, as well as a ticking "time bomb." Most "managers" have always viewed the clearance process as an impediment to completing their pet projects and have viewed adjudication as a simple job that can be performed by anyone with the most cursory training or experience.

The recent emphasis on speeding up the process has merely given agency heads that have no touch with the reality of "national security" an excuse to gut an already shaky program. Sadly, it will take a major national security disaster such as 9/11 to wake this nation up to the reality of the need for dedicated, experienced, professional adjudication!
