Letter: Hiring internally can ease the blow of boomers loss

A readers says hiring from outside is not the only way to fill the positions retirees will leave. What about promoting from within?

Regarding "Roosevelt scholarships would help fill mission-critical positions":  Again, I state that with the expected large number of baby boomers retiring, leaving a gap in higher-level positions, there does exist a cadre of qualified or potentially qualified personnel at lower levels that presently exist in government positions. 

We keep hearing that the government needs to hire from without to cover the expected large number of vacancies when the retirements begin to occur.  This [might] leave many, if not most, of us to believe that we would be passed over or disregarded for these positions.  I understand the need to think outside the box for solutions, but please do not forget about the box as it may contain a solution.
