Regarding "DOD contingency plan includes furloughs": Congress is responsible for appropriating funds for the operations of the government but Congress perennially fails to pass budgets on time, leaving administration officials no choice but to make contingency plans for shutting down and/or cutting back on operations that have not been funded. [American Federation of Government Employees]'s criticism of SECDEF and [Defense Department] for using "scare tactics" threatening the jobs of federal civilian employees is misplaced.
Congress should be criticized for failing to pass budgets on time.

Regarding "DOD contingency plan includes furloughs": Yes, and guess who has been in charge of Congress for this same period of time. It would seem to me that the American people would have more common sense than to want to continue in this fashion and even make it worse by endorsing and electing someone who is so radical and left reaching. Then again, they do say they want "CHANGE," but have yet to define what they mean by that!

Regarding "DOD contingency plan includes furloughs":So, how does a Republican administration get the attention of a Democratic Congress? By threatening to make the government smaller. The Democrats are bound to give in -- it's what they do. But not quickly. They don't do quick. Here's my dream: Furloughs are issued and it becomes clear that most [Defense Department] civilian jobs are at least 50 percent make work. We can do without more than 50 percent of these employees. They won't really be missed.
