The second volume of the 10th Quadrennial Review of Military Compensation recommends offering "a combination of cash and deferred compensation that would allow for vesting with as few as 10 years of service," according to the Army Times.


The report recommends conducting a multiyear pilot of such a system, using volunteers who would have the option of rejoining the old retirement system at the end of the test.
