One reader asks how long it's been since Congress passed a budget on time.
Regarding "Senator: Fed workers miss millions of hours": And how many years has it been since Congress passed a budget before the beginning of the fiscal year? It seems to me that the highest-leverage AWOL is on Capitol Hill!
