Letter: Minority contracting rule about fairness
A reader writes that the Department of Defense's minority contracting rule, which a court found unconstitutional, could be a practice rather than a rule.
Regarding "DOD loses minority contractor rule"
Maybe a practice rather than a rule is called for. Without something like this in place, it is very easy for the Defense side of the house to be regarded as not part of my domain.
This is a fairness policy rather than a court policy. Who filed the lawsuit any way?
