Burman, president of Jefferson Solutions, is leading an ongoing series of discussions, sponsored by George Mason University and the IBM Center for the Business of Government, on improving federal procurements.

He was instrumental in leading a National Academy of Public Administration team in helping the Energy Department beef up its procurement capabilities related to the cleanup of former nuclear weapons facilities. As a result of the collaboration with the academy, DOE's Office of Environmental Management awarded five major clean-up contracts.

“Mr. Burman’s extensive professional acquisition background enabled him to quickly review our planned procurement re-engineering effort and to provide timely advice and recommendations that proved invaluable,” said Jack Surash, deputy assistant secretary of acquisition and project management at DOE's Office of Environmental Management.
