Young served in the George W. Bush administration and oversaw the development of e-government implementation plans for the 25 presidential e-government initiatives and the nine lines of business. Young also led OMB’s oversight of the development and implementation of agencies’ e-government plans, their quarterly evaluations and scoring of results.

Young negotiated milestones in collaborative discussions with agencies instead of just imposing deadlines, which resulted in improvement in agencies’ understanding, commitment and accomplishment of their plans, said Karen Evans, former OMB administrator for e-government and IT. The e-government initiatives and LOBs demonstrated their highest levels of performance and best results to date under his leadership in 2008, she said.

“His drive and leadership ensured the e-gov initiatives were ready for the transition into the new administration," Evans said. "He made sure each initiative had addressed their metrics, including customer satisfaction, and had plans in place to carry through the transition."

He also ensured the institutionalization of his office at OMB, and he personally transitioned his functions to the new deputy administrator, she said.
