Noveck set the tone for the Obama administration's open-government policy by leading the initiative to collect information and opinions before drafting the Open Government Directive.

President Barack Obama announced his intention to make government more transparent on his first full day in office, and it has remained a priority for the administration throughout its first year.

“Beth’s work this year was entrepreneurial and successful, in large part because she understood how to bring together multiple players who could impact the directive but were not part of any normal chain of policy development and approval,” said Dan Chenok, former branch chief of information policy and technology at the Office of Management and Budget and now senior vice president at Pragmatics.
