Williams faced a monumental challenge last year when systems that supported the Health Coverage Tax Credit and other programs needed significant upgrades to comply with the American Recovery and Reinvestment Act.

Williams met legislative deadlines without any disruption in services. In addition, he managed the First-Time Home Buyers Credit and the Making Work Pay Credit programs, which helped people in urgent need of financial relief during the recession. Williams and his team also redesigned IRS.gov to improve the user experience, enhance security and improve analytics so they could better understand how the public uses the site.

Williams "is a forward-looking leader who fosters innovation and partnerships that not only benefit the IRS and taxpayers but industry partners and other federal agencies as well,” said Armand Santoro, a senior executive at Accenture.
