Warner has made enormous contributions to the visual representation of quantitative information, which has applications for relief efforts worldwide.

The agreements he negotiated with the Defense Department for sharing unclassified imagery have streamlined subsequent decisions about sharing similar information. And his work building social networks with nongovernmental organizations and farmers in places such as Afghanistan has helped lay the foundation for new forms of public/private knowledge sharing.

"The amount of knowledge shared and partnerships built during recent Haitian relief efforts hold the potential to change fundamentally the way that public/private, [the] whole of government and transnational entities interact in crisis response," said Linton Wells, a distinguished research professor at National Defense University. "It is not too much to say that Dave Warner's sustained efforts over more than a decade have been instrumental in achieving these results."
