Winkler is responsible for an 1,800-person workforce and billions of dollars of mission-critical tasks that keep more than 100 vital information technology systems humming.
In 2009, his accomplishments included the first implementation of the Global Network Enterprise Construct, a consolidation of Army IT resources that is considered crucial to providing technology support to in-field units. Winkler also oversaw server and storage upgrades that enabled the Army Knowledge Online/Defense Knowledge Online Web portal to support about 2.5 million users and offer much needed mobile access.
In all his endeavors, Winkler uses a portfolio management approach that weighs spending against a measurable return on investment.
Winkler “approaches the PEO-EIS as a businessman would, despite some strong resistance” said Robert Guerra, a partner at consulting firm Guerra Kiviat. “It’s been a major cultural shift.”
