Federal 100: Rear Adm. John Goodwin
Goodwin laid the groundwork for transitioning the Navy's core information technology services from the massive Navy Marine Corps Intranet contract to the Next Generation Enterprise Network program.
He helped ensure continuity of services by juggling the requirements of disparate stakeholders and managing complex system design problems. The work has been especially difficult because the Navy plans to take over decision-making responsibilities for the network, which NMCI contractor EDS has run for the past 10 years.
“Goodwin’s superb performance as the [program] director has enabled the return of network command and control to the government, ensuring information assurance requirements are met, and positioning NGEN to benefit from the innovations of industry,” said Robert Carey, the Navy’s chief information officer.
