Talk about doing more with less. Daisy Bhagowalia developed and implemented a program that is essential to the government’s online operations but costs it precisely zero.
The previously fee-based program that handles the top-level .gov domains lost money for GSA. Then Bhagowalia developed a new business model that allows an outside contractor to keep the domain registration fees for services rendered.
The program has been secured and encrypted and has had no data loss, security breach or outage since she’s managed it, with a staff of just six. That reliability was the primary reason the federal, state, local and tribal government community committed to the Web as its main means of communication and outreach.
