“Bold” and “imaginative” are not the first words that come to mind when talking about federal financial systems management, but Debra Bond has made them synonymous with the field.
Charged with overhauling the way government treats a range of financial issues and radically improving performance, she spearheaded development of an OMB policy that temporarily halted all financial systems modernization and then redesigned those programs to lower their risk and cost and increase accountability for failure.
The result has been smaller projects with clearer goals, a focus on agencies’ most critical business needs and greater transparency in project oversight. The policy has saved $1.6 billion and promoted a culture of accountability in federal IT.
