Former Rep. Steve Horn, IT management advocate, dies

Former Rep. Steve Horn (R-Calif.), a leader in the government IT management community, died recently.

Horn chaired the House Government Reform Committee’s Government Management, Information, and Technology Subcommittee from 1995 to 2002. He played an important role developing polices related to cybersecurity and other IT management issues.

He developed legislation to improve the government’s management and financial practices and to help agencies better secure their computers.

In addition, Horn authored the Travel Reform and Savings Act of 1996 that reformed travel practices for federal employees. He brought about bills on fixing the way the government collects debts, and he also oversaw how agencies established policies regarding what was then a new position in agencies: the chief financial officer.
