IT program manager title now official
Agencies are being asked to implement the new IT program manager title as soon as possible.
The Office of Personnel Management has made the title “IT program manager” official, moving one step closer to the Obama administration’s goal of establishing an IT program manager career track that is competitive with the private sector.
Angela Bailey, OPM’s deputy associate director of recruitment and hiring, announced the new title in the IT management series in a May 31 memo to human resources directors.
A detailed position description attached to the memo said an IT program manager “leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical agency priorities.”

Bailey said the new title supports the administration’s 25-point IT management reform plan and will give “agencies more flexibility to manage IT programs responsibly and to attract and retain a more effective workforce.”
Agencies have 12 months to apply new standards to the covered positions and are encouraged to use the new title as soon as possible, according to the memo.
OPM released a draft proposal of the new position description for public comment in March.
