Couchis enhanced personnel management by consolidating IT systems across the active and reserve components and piloted a solution that would integrate the Navy’s personnel and pay systems. She also partnered with stakeholders to improve business process reengineering for personnel systems, allowing the Sea Warrior Program to deliver improvements in half the time of typical projects. Couchis’ management of the Navy Standard Integrated Personnel System — the largest implementation of PeopleSoft Human Capital Management — has reduced time to market, total cost and program overhead, and affected every sailor in the Navy.
