The ramifications of this situation extend beyond procurement. The harsh environment harms the government's ability to attract young people into public service.
If there is wrongdoing, it should be uncovered. Unfortunately, in our rush to catch a minuscule number of feds or contractors who engage in illegal acts, the many good ones just trying to do good work are getting caught in the crossfire.
The number of contractors may be minuscule, but the amount of money is prodigious. Is it just coincidence that Halliburton is relocating to a country without a treaty of extradition with the US?
Scrutiny may open up the process. I remember after Clinton dumped the corrupt travel office bidding on White House and executive office contracts opened up, not just travel, but everything.
I think this will open things up. Also, should be hugely entertaining for FCW readers.
