VA Wants an Electronic Records System for HR, Too
The Electronic Human Resources Information Services program looks to combine 13 systems into a single digital record for employees.
The Veterans Affairs Department is building a single digital human resources system to manage half a million employees and academic affiliates and wants a contractor to add program management support as the agency develops its master plan.
The VA has spent decades developing electronic health records—most recently in a combined effort with the Defense Department to deploy a commercial system—but is now turning its attention inward.
The new Enterprise Human Resources Information Services, or EHRIS, system will consolidate 13 separate IT systems currently used to manage data on more than 400,000 employees. The VA is also in the midst of managing 15 concurrent operational and strategic planning projects around the EHRIS program, such as developing common standards for the unified platform, evaluating processes that need to be reengineered and conducting surveys of employees and HR system users.
To keep this program on track, the VA is looking for a contractor to provide support services for the EHRIS Notional Roadmap, according to a request for information posted to SAM.gov.
The work includes end-to-end program management and business analysis support, as well as program support tasks such as risk management, documentation support and Section 508 compliance, among others. Additional tasks include administrative support, SharePoint support, data management, IT portfolio management, business compliance and oversight support and strategic planning support.
VA officials plan to award the contract off the agency’s in-house Transformation Twenty-One Total Technology Next Generation, or T4NG, contract. It will run for a base of 12 months, with four one-year add-on options.
