VA Selects Booz Allen Hamilton to Build New Mobile Application Cloud

The Veterans Affairs Department awarded Booz Allen Hamilton a $9.9 million contract to stand up and manage a new cloud platform for the agency’s mobile applications.
The department awarded the contract Sept. 26, but the deal was only announced on Thursday.
Under the deal, the company will build a multi-tiered cloud platform where the agency can develop, troubleshoot and launch a variety of mobile-friendly web applications. The platform would replace the agency’s current app environment, the VA Mobile Infrastructure system. Booz Allen Hamilton and IBM jointly host the existing system.
The company is also responsible for migrating between 20 and 30 apps from the existing platform to the new cloud environment and providing support services to keep the system up and running, according to the request for proposal.
The project entails a hybrid firm-fixed price and time-and-materials contract, which will run one year with four additional 12-month option periods. In the RFP, the agency estimated the base price of the contract would be roughly $7.6 million.
Booz Allen Hamilton must use agile development methodology when building the platform and migrating applications, officials wrote in the RFP. The efforts will be divided into a series of 13 two-week sprints conducted during the initial year of the contract.
The overhaul comes as the department revamps its IT infrastructure to make services more accessible for veterans.
