Legislation due based on NAPA recommendations to overhaul how federal IT workers are compensated
Rep. Tom Davis (R-Va.) plans to introduce legislation based on a recent National Academy of Public Administration report, which recommended overhauling how federal information technology workers are compensated.
The legislation will include the NAPA recommendations on instituting a pay-for-performance system, pay-banding, an improved hiring process and continuous learning programs, said Melissa Wojciak, a member of Davis' staff and staff director of the House Government Reform Committee's Technology and Procurement Policy Subcommittee.
The NAPA report, released in September, detailed a new management system for IT workers that would abolish across-the-board pay increases and instead link pay and compensation to performance and skills.
Wojciak, speaking Oct. 17 at a luncheon sponsored by the Association for Federal Information Resources Management, said Davis also is drafting a bill to promote acquisition reform and is garnering support for the Digital TechCorps Act.
The act, introduced July 31, would create a public/private exchange program for IT and acquisition managers in the federal government.
