IRS names human capital officer

Federal Workforce Improvement ? Title XIII of the Homeland Security Act

The Internal Revenue Service named Beverly Ortega Babers as the agency's first chief human capital officer today.

The new position is one of several governmentwide workforce-related requirements in the Homeland Security Act of 2002, and workforce management is one of the five areas of the President's Management Agenda. Both the law and the agenda focus on ensuring that federal employees have the skills to best fulfill their agency's missions, and that the government more effectively uses its employees.

Babers has been the director of technical services in the IRS Appeals Division, and her experience will be a valuable resource for the agency leadership team, according to IRS Commissioner Mark Everson.

Before joining the IRS in 1999, Babers was an associate in a Washington, D.C., law firm.
